Solutions

Road conditions have traditionally been assessed through manual inspections, a process that is inefficient, subjective, and prone to errors. Transportation authorities worldwide face the challenge of prioritizing road repairs within limited budgets using these outdated methods. To address this, Winley developed the Pavement Analysis System (iPAS), a comprehensive solution to these challenges. iPAS streamlines processes, ensuring maintenance decisions maximize impact and deliver optimal value for every dollar spent. Winley’s iPAS consists of 3 components:
1
Pavement 3D Scanning Vehicle
(P3SV)

Winley’s Pavement 3D Scanning Vehicle (P3SV) is a special-purpose licensed vehicle equipped with Winley’s self-developed high-precision pavement scanners and other advanced sensing devices. P3SV can collect more than 110 million data points per second, with a resolution of up to 1mm x 1mm x 0.3mm at speeds of 0 to 100 km/h. It operates effectively on various pavement materials (cement, asphalt, anti-skid layers, metal) and road types (highways, main roads, streets, and tunnels), ensuring high-quality data collection regardless of external conditions (sunlight, shadow, day, night).
2
Autonomous Intelligent Road Doctor

Winley’s parent company, Freetech Technology Group, has over 30 years of experience in road infrastructure management and maintenance. Renowned as the "Road Doctor" (公路醫生), the company has established itself as an industry pioneer. Building on this legacy, the Autonomous Intelligent Road Doctor integrates artificial intelligence with decades of hands-on experience and extensive domain knowledge. The Autonomous Intelligent Road Doctor processes data collected by the Pavement 3D Scanning Vehicle to evaluate road conditions—including evenness, safety, condition, serviceability, and facilities.
3
Smart Management & Visualisation Platform

All collected data—including road defect properties, index scores, and georeferenced information—can be visualised and displayed on our Smart Management & Visualisation Platform, designed to provide comprehensive insights and facilitate efficient decision-making. The platform integrates advanced data analytics and visualisation tools, empowering users to monitor road conditions, identify potential issues, and plan maintenance activities effectively. Thanks to its user-friendly interface and robust features, all relevant information is easily accessible and actionable, supporting transportation authorities in maintaining safe and reliable road infrastructure.
