Our Founder
Mr. Banting Sze Wai Pan is the founder and Chairman of Freetech Technology Group, the parent company of Winley. Since establishing Freetech in 1993, Mr. Sze has been recognized as a pioneer in the road maintenance industry. He is the primary inventor of nearly 300 national patents and the author of several technical monographs. Known as the "Road Doctor," Mr. Sze and his team are known for their innovative and sustainable solutions to the challenges of traditional road maintenance.
Mr. Sze has received several accolades:

In May 2009, he received the Nanjing Science and Technology Achievement Award, which is the highest honour for science and technology presented by the Nanjing Municipal Government.

In March 2013, he was recognised as a Young to Middle-aged Expert with Outstanding Contributions in Jiangsu Province.

In April 2019, he was awarded the Jiangsu Province Labor Medal.

In April 2023, he received the College of Business Distinguished Alumni Award from the City University of Hong Kong.

In December 2024, Mr. Sze was awarded the Outstanding Alumni Award from the Hong Kong Polytechnic University. He had previously received the same award from PolyU’s Department of Mechanical Engineering in 2017.
In addition to leading Freetech, Mr. Sze holds several positions. He is a member of the United Nations Economic Commission for Europe’s PPP Expert Committee and a Standing Committee Member of the Jiangsu Provincial Committee of the Chinese People’s Political Consultative Conference. Mr Sze has also participated in multiple closed-door meetings held by the State Council Counsellor’s Office, offering insights for sustainable public welfare initiatives.
As the President of the Jiangsu-Hong Kong Chamber of Commerce and the Nanjing (H.K.) Association Limited, Mr. Sze is involved in collaborations between Jiangsu Province and Hong Kong. His think tank salon, the “Ideas Sharing Conference,” has contributed to the economic, technological, and cultural dialogue between these regions.
Mr. Sze is also an adjunct professor at several universities, including the Hong Kong Polytechnic University, the Southeast University, the University of Chinese Academy of Sciences, and the Nanjing Forestry University.
